UK Launches Microsoft Antitrust Probe as AI Bundling Practices Draw Regulatory Fire

Britain's Competition and Markets Authority has launched a formal antitrust investigation into Microsoft's business software operations, marking a significant escalation in regulatory scrutiny of the tech giant's market practices in the United Kingdom.

The CMA announced Thursday it will examine whether Microsoft's suite of business products confers an unfair competitive advantage through bundling practices that tie productivity tools together. Regulators are still determining whether Microsoft's Copilot AI application will fall within the scope of the probe, according to the agency's statement.

The investigation arrives as a new cohort of technology companies—self-described "AI integrators" including Salesforce, Box, and Twilio—are lobbying Capitol Hill for influence over AI policy negotiations, seeking to distinguish themselves from traditional Big Tech players. These firms position themselves as intermediaries that help enterprises deploy AI capabilities without building foundational models themselves.

Meanwhile, concerns about AI-enabled cyberattacks have moved from theoretical to operational. White House Chief of Staff Susie Wiles posted on X that the administration would keep Americans safe from AI cyber threats by ensuring "the best and safest tech is deployed rapidly to defeat any and all threats." The Trump administration is reportedly weighing pre-deployment testing or licensing requirements for the most powerful AI models—measures it previously characterized as "dangerous" and "onerous."

Canadian regulators have identified inaccuracies in medical AI notetakers, and researchers demonstrated they could bypass AI safety controls using poetry.

Microsoft's bundling practices have drawn antitrust attention before. The company faced a landmark U.S. Justice Department case in the late 1990s over tying Internet Explorer to Windows, and European regulators have repeatedly challenged its market conduct. The current UK probe extends that scrutiny into the AI era, where productivity software increasingly incorporates machine learning capabilities that could entrench existing market positions.
